April 2013: The Parliamentary Commission on Banking Standards Report on the failure of HBOS, "An accident waiting to happen", was published on 5 April 2013. Five Members of Chambers - Rory Phillips QC, David Quest QC, Anne Jeavons, Kate Holderness and Ian Higgins were appointed as specialist advisers to the Commission. Rory Phillips QC and David Quest QC examined witnesses on behalf of the Commission - the first ever use of Counsel by a parliamentary committee of this kind. Gregory Mitchell QC gave evidence on company law in January 2013 to the Parliamentary Commission on Banking Standards on the proposals to reform banking law.
